Deborah Bailey is a director within the governance, Regulatory & Risk Strategies services team as of June 2009. She has more than 35 years of experience and extensive knowledge and expertise in the area of supervision and regulation, compliance and risk management. Prior to joining Deloitte, she served as deputy director of the Banking Supervision and Regulation Division at the Board of Governors of the Federal Reserve System and the Director of the New York Field Office for the Office of the Comptroller of the Currency.
Deborah worked directly with the Chairman of the Federal Reserve in developing strategies and liquidity and capital programs to address the financial crisis. She lead the Supervisory Capital Assessment Program (aka the stress test) for the 19th largest bank holding companies.
She oversaw the Federal Reserve’s program for supervising bank and financial holding companies, state member banks, and the U.S. activities of foreign banking supervisory authorities. She also oversaw the Federal Reserve’s function for processing applications for new bank and bank holding company charters, mergers and acquisitions and the change in bank ownership
Deborah oversaw the Federal Reserve’s problem bank function, including the execution of formal and informal supervisory enforcement actions, investigations in suspected illegal activities and suspicious transactions.

Jonathan Kushner is a Tax Principal in the Merger & Acquisition Transaction Services group, based in New York. Michael joined the New York office of Morgan Stanley Real Estate in 1998. Matthew W. Quigley

Matthew W. Quigley is a Senior Managing Director of The Blackstone Group and the Chief Operating Officer of GSO Capital Partners. Mr. Quigley oversees the accounting, administrative, financial, legal, operations, middle office, risk, technology and treasury related functions. He sits on all of GSO’s Investment Committees and is Chair of both the Risk Committee (counterparty, credit, market and systemic) and the Risk and Valuation Committee (pricing and valuation).
Before joining GSO Capital Partners in 2005, Mr. Quigley was a Managing Director of CSFB and the Chief Operating Officer and Chief Financial Officer of CSFB's Alternative Capital Division. His responsibilities included overseeing all administrative and financial functions, as well implementing the growth strategy for the Division. He was also a member of CSFB's Management Council. Mr. Quigley joined DLJ's Fixed Income Division in 1994 and became the Chief Operating Officer of the Leveraged Finance Group in 1998. He assumed a similar role at CSFB in 2000 when it acquired DLJ.

Mr. Rothstein brings to AGRE over fifteen years of experience in all facets of real estate finance and investment. Prior to joining AGRE in 2009, Mr. Rothstein was Co-Managing Partner of Four Corners Properties, a real estate investment company formed with a former colleague, which acquired over $200 million of real estate comprising approximately 1.2 million square feet in Silicon Valley, and which successfully sold approximately 1.1 million square feet of the acquired real estate. Prior to Four Corners Properties, from January 2005 to March 2006, Mr. Rothstein served as a Director of KKR Financial Advisors LLC, overseeing all investments in commercial real estate. During his tenure, KKR Financial completed investments across a broad range of commercial real estate loans and securities, including mezzanine debt, B-notes, CMBS, syndicated bank debt, preferred and common equity. Mr. Rothstein also has extensive experience serving as Chief Financial Officer of several publicly-traded real estate companies. From 2002 to 2004, Mr. Rothstein was an Executive Vice President and Chief Financial Officer of the Related Capital Company, also serving as Chief Financial Officer for three publicly traded operating companies, CharterMac (now known as Centerline Capital), American Mortgage Acceptance Company and Aegis Realty. From 1994 to 2001, Mr. Rothstein worked in various finance positions for Spieker Properties, including as its Chief Financial Officer from 1999 to 2001, until the sale of Spieker Properties to Equity Office Properties Trust in July 2001. Mr. Rothstein is the Chief Financial Officer, Secretary and Treasurer, and a member of the investment committee, of the manager of ARI. Mr. Rothstein graduated from Stanford University with an M.B.A. and Pennsylvania State University with a B.S. in Accounting.

Richard (Rich) Spillenkothen joined Deloitte & Touche LLP’s Regulatory & Capital Markets Consulting Practice in Washington, D.C. in January 2007, after a career of over 30 years at the Board of Governors of the Federal Reserve System. He is also a senior advisor for the Deloitte Center for Banking Solutions. Rich works with clients on a broad range of issues relating to enterprise-wide risk management, governance and compliance; financial risk and capital adequacy; responding to regulatory actions; and adapting to changes in the regulatory environment.
Before joining Deloitte, Rich served as Director of the Federal Reserve Board’s Division of Banking Supervision and Regulation from 1991 to 2006. In this capacity, Rich was the senior Federal Reserve Board staff official with responsibility for banking supervision and regulation policy. Rich worked with the Federal Reserve Banks who have day-to-day responsibility for supervising bank and financial holding companies, state member banks, and the U.S. activities of foreign banks. He also coordinated financial institution supervisory policy with other federal, state and foreign banking authorities, and with the international supervisory coordinating bodies. His regulatory responsibilities also included overseeing the process for assessing the financial and management impact of major bank and holding company acquisitions and expansions.
As a senior supervisor, Rich had management oversight responsibility for the development and implementation of policies relating to prudential supervision, capital adequacy, regulatory accounting and disclosure, risk management (compliance, credit, market/liquidity and operational risk), supervisory enforcement, and the use of information technology within the supervision function. He also chaired the supervision function’s strategic plan steering committee, comprising the senior supervisory officials from the Board and the twelve Federal Reserve Banks.
Rich served on the Basel Committee on Banking Supervision from 1992 to 2006. From 2003 to 2006 he was the chairman of the board of the Association of Supervisors of Banks of the Americas, the 34-country regional organization of banking supervisors in the Western Hemisphere. He also represented the Federal Reserve on domestic interagency policy and coordination committees, including the Federal Financial Institutions Examination Council’s Supervision Task Force.

David Y. Ying

David Ying is a Senior Managing Director at Evercore and Co-Head of the Restructuring Group. Mr. Ying joined in September 2005 and brings over 30 years of experience in restructuring advisory, high yield finance and private equity investing. Since 1985, Mr. Ying has been a leader in the restructuring market having been the head of restructuring advisory groups at large investment banks, Drexel Burnham Lambert and Donaldson Lufkin & Jenrette, and at smaller advisory firms, Smith Barney and most recently Miller BuckfireYing & Co.
He has been involved in many innovations in the field including the use of non registered exchange offers, exit consents, pre packaged bankruptcies and 2nd lien rescue financings. From 1997 to 2003 he was also a partner at a private equity investment firm, JLL Partners, investing a $1 billion fund in financially troubled companies.
Recent clients include CIT Group, LyondellBaselland MGM Mirage.
Mr. Ying received a BS in Management from the Massachusetts Institute of Technology in 1976 and an MBA from the Wharton School at the University of Pennsylvania in 1978.
